School, Education Rights, and the Individualized Support Process
In this chapter, within the context of the education system in Turkey, we'll look at the education rights of children with autism, the assessment process, and how to build effective cooperation with the school.
The Guidance and Research Center (RAM) Process
In Turkey, children with special education needs are assessed through provincial and district Guidance and Research Centers (RAM). This process begins with a diagnostic report from pediatric neurology / developmental pediatrics or child psychiatry. Based on this report and its own educational assessment, the RAM decides whether the child qualifies for "special education" and which support model is recommended (inclusion/mainstreaming, a special education classroom, or a special education school).
The Individualized Education Program (IEP)
For every child who qualifies for special education, preparing an Individualized Education Program (IEP) at school is a legal requirement. The IEP is a document that sets out the child's current level of performance, short- and long-term goals, the methods that will be used to reach those goals, and the criteria for measuring progress -- and it is reviewed regularly (usually several times a year). As a family, you have the right to attend IEP meetings and share your views. Taking an active part in these meetings is important for making sure your child's education plan is truly suited to them.
Tip / Practical Suggestion
Before an IEP meeting, write down your child's strengths, interests, and areas of difficulty as you see them at home. This information helps the school prepare a plan that includes your observations and is genuinely personalized.
Support Education Models
- Inclusion/mainstreaming -- the child is educated in the same classroom as their peers, with additional support (a shadow teacher, resource room support) as needed.
- Special education classroom -- education within a regular school, in a smaller group and with an individualized curriculum.
- Special education school/institution -- a fully specialized learning environment for children who need more intensive support.
The choice of model should be made together by the family and the professional team, based on the severity level (see Chapter 5), cognitive profile (see Chapter 18), and individual needs of the child. The principle of the "least restrictive environment" (the most inclusive setting that still meets the child's needs) is a widely accepted guiding principle in education policy around the world.
Working With the Teacher
Building regular, open communication with teachers has a big impact on the quality of your child's school experience. Sharing your child's sensory profile (Chapter 8), communication style (Chapter 9), and effective calming strategies with the teacher in a short, written "introduction note" is a helpful practice, especially at the start of a new school year.
